The single most useful thing to learn about a noisy two-story house is that there are two different kinds of noise, and they travel in completely different ways. Mixing them up is why so many homeowners spend money on a fix that does not work.
Impact sound is noise created by something physically striking the floor: heels, kids running, a dropped phone, a dog’s nails, a chair scraping back from a desk. The energy enters the floor structure directly at the point of contact, travels through the flooring, subfloor and joists as vibration, and is re-broadcast into the room below by the ceiling drywall, which acts like a big speaker cone. Because the energy enters through touch, the cure is to cushion the touch: put something soft and resilient between the impact and the structure. That is why carpet and pad are so dominant here, and why underlayments matter so much under hard floors.
Airborne sound is noise that starts as sound waves in the air — voices, the TV, music, a barking dog — and pushes its way through the floor-ceiling assembly. Airborne sound is blocked mainly by mass and by sealed, decoupled construction, not by softness. A plush carpet does very little to stop your teenager’s playlist from leaking through the floor, because the music was never striking the floor in the first place. There is a third troublemaker worth naming: structural noise — squeaks, creaks and pops that come from the subfloor and framing itself, not from anything on top of it. We will deal with squeaks in their own section, because the fix happens before the new floor goes down, not after.

Footfall thuds are the classic impact problem.
Heel strikes drive vibration straight into the subfloor and joists, and the ceiling below re-broadcasts it. The fix is resilience at the point of contact: carpet over a quality pad is the strongest cure, and if you want a hard surface, choose laminate or luxury vinyl with a genuine acoustic underlayment or attached pad — never a hard floor laid thin and bare over the subfloor.
Voices and TV are airborne sound — softness alone will not stop them.
Airborne noise is blocked by mass and sealed construction, so flooring can only help at the margins: carpet, pad and rugs absorb sound energy in the room so less of it reaches the assembly, and dense underlayments add a little mass. If airborne bleed is severe, the full fix usually involves the ceiling assembly itself, and we will tell you that honestly rather than sell you a floor that cannot solve it.
Pet nails are sharp little impacts on a hard surface.
That tick-tick-tick is high-frequency impact noise, and it is loudest on rigid floors with nothing resilient underneath. Carpet silences it almost completely; luxury vinyl with an attached acoustic pad softens it dramatically compared to bare laminate or tile. Keeping nails trimmed helps, but the floor build-up is what changes the sound downstairs.
Squeaks come from the structure, not the flooring surface.
A squeak is wood rubbing on a loose nail or on framing as the subfloor flexes. No carpet, pad or underlayment will cure it — it has to be fixed by refastening the subfloor to the joists with screws. The best moment to do that is the day the old floor is out and the subfloor is exposed, right before your new floor is installed.

1. Carpet over a quality pad — the undisputed champion for impact noise
Nothing else comes close. Carpet pile crushes under a heel strike and spreads the load, and the pad beneath it absorbs what is left before it ever reaches the subfloor. The pad matters as much as the carpet: a dense, quality cushion transforms both the sound and the feel underfoot, which is why professional carpet installation always treats pad selection as part of the job, not an afterthought. For upstairs bedrooms and hallways in a two-story home, carpet plus good pad is the difference between hearing every trip to the bathroom and hearing almost nothing.
2. Laminate or luxury vinyl with a real acoustic layer — the hard-surface compromise
If you want wood looks upstairs, a floating laminate floor over a quality acoustic underlayment, or a luxury vinyl plank with a well-made attached pad, is the sensible middle ground. The resilient layer decouples the plank from the subfloor and takes the crack out of each footfall. Solid and engineered hardwood nailed or glued to the subfloor, and tile set in thinset, are tightly coupled to the structure. They are wonderful floors — downstairs. Underlayment 101: Foam, Felt, Cork and Rubber
Under a floating floor, the underlayment is doing most of the acoustic work, and the differences between types are real. Here is what each one actually contributes:
- Standard foam is the thin polyethylene film bundled with budget floors. It smooths tiny subfloor imperfections and stops plank-on-subfloor rustle, but it is the minimum, not a noise solution. If footstep sound matters, upgrade past it.
- Felt and fiber underlayments are denser and heavier than basic foam. That density absorbs more impact energy and adds a little mass, so floors sound less hollow underfoot and transmit noticeably less thump downward. This is the most common sensible upgrade under laminate.
- Cork is a classic acoustic material: millions of air cells that compress under impact and spring back. It performs well for impact noise and adds a touch of thermal comfort. It should be kept dry, so it pairs best with rooms where moisture is not a concern.
- Rubber is the heavyweight of the group — dense, resilient and durable. It excels at impact absorption and contributes more mass than any other roll-out option, which nudges airborne performance too. It typically costs the most, and it is the choice when quiet is the top priority under a hard surface.
Two cautions from the install floor. First, check the flooring manufacturer’s specifications: many luxury vinyl planks with attached pads must not be installed over an additional soft underlayment, because doubling up cushioning can flex the click joints until they fail — a mistake that can also void the product warranty. Second, softer is not automatically better: an overly squishy layer under a rigid plank creates a trampoline effect that damages locking edges. IIC and STC Ratings, Explained in Plain English
Shop for quiet flooring online and you will run into two acronyms. They are worth thirty seconds to understand, because they map exactly onto the two noise types above.
IIC (Impact Insulation Class) measures how well a floor-ceiling assembly resists impact sound — the standardized test uses a tapping machine upstairs and a microphone downstairs. STC (Sound Transmission Class) measures resistance to airborne sound — a loudspeaker upstairs, a microphone downstairs. For both, higher is better. Numbers in the 50s are commonly treated as decent performance in multifamily building codes; numbers in the 60s are genuinely quiet.

And there is one golden moment to do it — the day the old flooring is torn out and the bare subfloor is exposed. Refastening squeaky panels then takes a fraction of the effort of fighting squeaks through a finished floor later. An office wants a hard surface for desk chairs and a clean look on video calls, but a rolling chair on bare plank is a downstairs annoyance. Partly, yes. The newer two-story stucco homes common in Fontana, Eastvale and Rancho Cucamonga combine wood-frame second floors with open plans and lots of hard surfaces, so you get two problems at once: footfall impact transmitted through the structure, and echo from sound reflecting around big hard-surfaced rooms. Carpet and pad upstairs attacks the first; rugs, drapes and soft furnishings downstairs attack the second. Most homes need a little of both, and an in-home visit sorts out which matters more in yours.
Yes — a meaningful one, though not a miracle. The attached pad decouples the plank from the subfloor and removes the hollow crack from footfalls, which is the most objectionable part of hard-floor noise. It will still be louder than carpet, and it does little for voices or TV sound. Check the manufacturer’s instructions before adding any extra underlayment beneath a pad-attached plank; doubling up cushioning can damage the click joints and void the warranty.
That is the best possible time. Once the old floor is torn out, loose subfloor panels are exposed and can be screwed down tight to the joists before the new floor goes in. Walk the room beforehand and note every spot that squeaks so the installers know where to focus during prep. Fixing squeaks through a finished floor later is far harder, so never skip this window.
No — density and quality matter more than sheer thickness. An overly thick, soft pad can let carpet flex too much, wearing the backing and in some cases running afoul of the carpet manufacturer’s pad specification, which can affect the warranty. The goal is a dense, resilient cushion matched to the carpet you choose — something a proper install team specs as part of the job.
Higher is better, and ratings in the 50s and 60s indicate strong assemblies — but remember these are lab numbers for a complete floor-ceiling assembly, not for the plank alone, and the lab assembly rarely matches a wood-frame Inland Empire home exactly.
